Mark Wearen - MSCSI MRICS MCInstCES MCIOB MSc
Mark is a Chartered Quantity Surveyor and Chartered Civil Engineering Surveyor. He specialises in claims and expert witness quantum work, and has provided expert testimony under cross examination and through ‘hot tubbing’ at Arbitration in Dublin and at the ICC in Paris. He has over 27 years’ experience in cost management and quantity surveying on a range of engineering and building projects. He has worked for both Contractors and Employers in equal measure with experience of both public and private sector projects. Mark has a detailed knowledge of construction and whole life cost management with a particular focus on engineering and infrastructure. His projects experience includes traditional, design and build, turnkey and PPP projects procured using a range of contract forms including the Department of Finance Public Works contracts, the NEC suite of contracts, FIDIC and the IEI 3rd Edition.
Mark has a particular interest in contractual issues and holds a Post Graduate Diploma in Construction Law and Administration from Trinity College Dublin and a Masters Degree (MSc) with Distinction in Construction Law and Practice from the University of Salford.
He has been responsible for the successful delivery of cost estimating databases to a number of statutory organisations responsible for the delivery of infrastructure works programmes at a national level. He has also drafted and updated cost and contractual administration controls and guidelines currently in use nationally and led an audit team reviewing the implementation and effectiveness of best practice in financial administration on a major infrastructure projects programme.
Mark is an experienced Risk Management Facilitator and has organised and facilitated Risk Management Workshops and carried out Quantitative Risk Analyses for Clients involved in a range of engineering and industrial construction projects. He is a Director of Staveley and Partners and is currently providing cost management consultancy and expert witness services to a range of public and private sector clients.
